Secretary to the Government of the Federation, Boss Mustapha has said that the merger which created the ruling All Progressives Congress (APC), was intended to produce President Muhammadu Buhari as its presidential candidate in 2015. 
In his speech at the first year memorial service of the publisher of Leadership newspapers, Sam Nda-Isaiah, in Abuja, Mustapha recalled how he had a discussion with the late publisher who declared his interest to contest for the presidency in 2015.

The SGF disclosed that he told Nda-Isaiah why the merger was put together.

He said;
“I remember discussing with him after his declaration. I asked him if that was real, because I wanted us to have a conversation, and if it did not turn out the way he wanted he would not be embittered.
“I told him the truth about what I thought because I was the deputy National Chairman of Action Congress of Nigeria (ACN), which was one of the major parties that merged to form the APC.
“As the deputy national chairman, I coordinated the activities of the merger committee which was instrumental to the committee membership and the terms of reference and I knew that the merger was driven by the ACN, then.
“I stand to be corrected, but I can say it that the APC merger was intended to produce a President Muhammadu Buhari candidacy.”
